Band 5 — Who Qualifies and What You Actually Receive

Band 5 is for students from the most financially comfortable households in Kenya.

The government still contributes to your education. You still receive a scholarship and a HELB loan. But your household is expected to carry the largest share of the cost among all five bands.

Who qualifies for Band 5

Your household monthly income is in the high income range. Your parents hold senior executive, director level, or high earning professional positions. Your family owns multiple properties, vehicles, or significant business assets. Your household has multiple sources of income generating consistent high earnings. Your family can realistically afford university fees without government support causing significant financial strain.

What Band 5 students receive

Scholarship from Universities Fund: 30 percent of your tuition fees. HELB tuition loan: 30 percent. Household contribution: 40 percent. HELB upkeep loan: KSh 40,000 per year.

A practical example

Your course costs KSh 120,000 per year. Universities Fund scholarship pays KSh 36,000. HELB tuition loan covers KSh 36,000. Your family pays KSh 48,000. Plus you receive KSh 40,000 in upkeep across the year.

What this means practically

Even as a Band 5 student you are not fully self funding. The government still covers 60 percent of your fees through scholarship and loan combined. Your family pays 40 percent directly.

For a high income household this contribution is designed to be manageable. The 30 percent scholarship is still free money you never repay.

The honest conversation about Band 5

Some Band 5 families feel the system is unfair. They ask why they should receive less government support when they have paid taxes their entire working lives.

The answer is equity. The new funding model is designed to direct the most support to those who need it most. A family that can afford to pay 40 percent of university fees should do so. That frees up government resources to cover 95 percent for a family that genuinely cannot afford anything.

The system is not perfect. But the principle is sound.
