What Is the HEF Portal and Why Every Student Must Use It

That website is one of the most important addresses every 2025 KCSE candidate needs to know right now.
HEF stands for Higher Education Financing. It is the government portal where all placed students apply for scholarships and HELB loans under the new funding model.
It is not KUCCPS. It is a separate platform that brings everything together under one roof. And if you do not use it, you do not get funded.
What the HEF portal does
It is the single entry point for all funding applications under the new model.
You go there to apply for your Universities Fund scholarship. You go there to apply for your HELB loan. You go there to submit your household financial information for means testing. You go there to check the status of your application. You go there to see your funding allocation once assessed.
Everything funding related for new students passes through this portal.
What you need to use it
Your KCSE index number and the year you sat your exam. Your national ID number or birth certificate number. Your KRA PIN — this is why getting your KRA PIN early is critical. Your parents or guardians' ID numbers. Honest and accurate information about your household income and situation.
What happens after you apply
The government runs your information through the Means Testing Instrument. It assesses your household's financial situation using multiple data sources including KRA records, KNBS poverty data, and the information you submitted.
Based on that assessment you are placed in a funding band. Your scholarship and HELB loan amounts are determined. Your institution receives your funding allocation. Your household contribution is calculated.
This entire process takes time. The earlier you apply, the earlier it is processed, and the earlier your funding is ready when you report.
The most important thing to know
The HEF portal is open for a limited period. There is a deadline. Students who miss it miss funding.
In 2024 the deadline was August 15th. Thousands of students missed it simply because they did not know it existed or assumed funding was automatic.
