Band 3 — Who Qualifies and What You Actually Receive
Band 3 is the middle ground.
Your family is not in financial hardship but they are not comfortable either. The government and your household share the fees roughly equally. You still receive a meaningful scholarship and a HELB loan.
Who qualifies for Band 3
Your household monthly income falls in the middle income range. Your parents are in lower to mid level formal employment — teachers, nurses, police officers, junior civil servants, or small business owners with consistent but moderate income. Your family owns a home or a small plot of land. Your household has a stable but not abundant income. You live in a mid-tier urban area or a rural area with moderate economic activity.
What Band 3 students receive
Scholarship from Universities Fund: 50 percent of your tuition fees. HELB tuition loan: 25 percent. Household contribution: 25 percent. HELB upkeep loan: KSh 50,000 per year.
A practical example
Your course costs KSh 120,000 per year. Universities Fund scholarship pays KSh 60,000. HELB tuition loan covers KSh 30,000. Your family pays KSh 30,000. Plus you receive KSh 50,000 in upkeep across the year.
What this means practically
Your family pays KSh 30,000 per year directly to the institution. For many Kenyan families in this band this is a manageable but significant amount. Budget for it early. Do not wait until reporting day to figure out how your family will raise it.
Your scholarship still covers half your fees. That is a significant government contribution worth acknowledging and not taking for granted.
The Band 3 reality
Many students in Band 3 feel the pinch more than their classification suggests. A teacher earning KSh 30,000 a month supporting four children in school is technically middle income but financially stretched.
If your household has special circumstances that the MTI may not have fully captured, the appeals process exists for exactly this reason.
